Anyone know what all that money BTT and CFCW and all the other groups raise goes

Anyone know what all that money BTT and CFCW and all the other groups raise goes towards since it seems nothing at all changes year to year and the blooms just seem to keep getting worse or absolutely not getting better at the very least.
